It looks like to me a quadratic equation: 2*x^2 -11x -21 = 0
There are two ways to solve it
1: 2*x^2 -11x -21 = 0
=> 2*x^2 - 14x + 3x - 21 = 0
=> 2x(x-7)+3(x-7) = 0
=> (x-7)(2x+3 )= 0
so either x-7 = 0 => x=7
or 2x+3=0 => x=-3/2

So either x = (11+17)/4 => x=28/4 => x=7
or x=(11-17)/4 => x=-6/4 => x=-3/2
