This question is very simple and conceptual.

A router has 3 layers in it ,physical,data link and network.

So No of times network = 1(S) + 1(R1) + 1(R2) + 1(D) = 4.
No of times data link = 1(S) + 2(R1-up and down) + 2(R2- up and down) + 1(D) = 6.

so correct option C.
